Storm Queen's shield

A disc of crackling metal, created by a woman whose cunning artifice and crafty politics once united a continent. Most of her surviving inventions are closely guarded by various royals, ostensible proof of their claim to be her true successor, but this early prototype slipped through their fingers.

When it blocks an attack, there's a 33% chance to electrocute the attacker (3d7 damage, ignoring 1/2 AC). This works up to 3 tiles away.

Desirability

The Storm Queen's shield, as just a +5 kite shield of rElec, would already be a great find for many characters. The extra retaliation damage - which few monsters resist - only makes it better. A good item for any shield-using character, though some may prefer a highly enchanted tower shield instead.
